Bill allowing rape victims to terminate parental rights expected to clear state legislature

Maryland Del. Kathleen Dumais at long last is about to see the passage of a proposal to allow rape victims to terminate the parental rights of their assailants. Dumais of Montgomery County has been offering the bill in the state legislature since 2007. Maryland is one of six states without laws enabling rape victims to terminate the parental rights  of the attached. The bill is expected to clear the House of Delegates on Wednesday. [Baltimore Sun]
